SAN DIEGO, CALIFORNIA – The Daily Journal has named Heather L. Rosing one of its Top Lawyers of the Decade. Of the 200,000 licensed attorneys in California, the Daily Journal singled out 18 to represent the past decade of excellence in the legal profession. Of the 18 picked for this honor, Ms. Rosing is one of six women recognized.
The Top Lawyers of the Decade list includes top legal talent from across California, including Supreme Court justices, judges, and attorneys at the center of some of the most impactful rulings and developments of the era. Ms. Rosing is the only San Diego attorney in private practice to be included in the Top Lawyers of the Decade.
Ms. Rosing leads the Professional Liability and Ethics team at Klinedinst, representing lawyers, judges, and other professionals in litigation, disciplinary matters, and risk management assessment. She joined the firm 25 years ago on the day after graduating from Northwestern Law, and has built a strong reputation within the legal community. A Certified Specialist in Legal Malpractice Law, Ms. Rosing is not only a prolific speaker across the nation on issues pertaining to attorney conduct and legal ethics, but she serves as an expert witness on these issues in court and in arbitration proceedings.

Ms. Rosing’s recognition is a reflection of the impact she has had on the profession and the practice of law in California. Ms. Rosing was selected to serve as Trustee to the State Bar of California, and then went on to serve as Vice President. She entered this leadership role during a very tumultuous period in the State Bar’s history, during which she worked tirelessly to increase accountability and focus on practical solutions for the agency and the profession.
Her work – in tandem with a group of colleagues, lawmakers, and the California Supreme Court – led to legislation that called for the bifurcation of the State Bar of California into two entities. The State Bar would remain the regulatory authority with oversight over the licensing and discipline of lawyers, while a new organization would become the voluntary Bar Association to handle education, advocacy, philanthropy, and representation of the legal profession.
On January 1, 2018, in a historic moment, the long-standing Sections of the State Bar and the California Young Lawyers Association separated from the regulatory agency and formed the largest voluntary Bar Association in the country, the California Lawyers Association (CLA). CLA was suddenly thrust into the spotlight as a brand new entity with over 100,000 members on its rolls. Soon after, Ms. Rosing was elected as the organization’s very first president.
Ms. Rosing’s goal was for CLA to become the voice of the legal profession and offer cutting-edge content and opportunities for all California attorneys. Under Ms. Rosing’s stewardship, CLA quickly become recognized as the premier bar organization in California, as well as a nationwide leader. In addition to maintaining the critically important work of the Sections in education and programming, Ms. Rosing and the CLA team developed a vigorous advocacy program, launched initiatives in the areas of civics education and diversity, took over the Annual Meeting and Awards program, and established an Office of Bar Relations. Under her leadership, CLA established an ethics committee and working partnerships across the state.
After her tenure as CLA President, she went on to lead the California Lawyers Foundation, the charitable arm of CLA dedicated to promoting civics education, diversity, and access to justice across California. Ms. Rosing had previously served as President of ChangeLawyers (the former California Bar Foundation), which continues to improve access to justice for the underserved and under-represented in California. She dedicated her efforts to empowering the next generation of lawyers, judges, and activists through mentorship, sponsorship, education, and other professional advancement opportunities.
Ms. Rosing was recently appointed to serve as the co-vice-chair of a Civility Task Force that is a joint effort of the CLA, the California Judges Association, and the State Bar of California. This follows on the heels of her Civility Campaign, when she served as President of the San Diego County Bar Association in 2008.
